The Sea Cable Coalition is the place to work together to improve the Netherlands’ position with regard to landings of submarine data cables, which are a crucial part of our digital economy. The coalition promotes the economic and strategic importance of submarine cable connections and actively explores opportunities to link up with planned sea cable routes.
The objective of the Sea Cable Coalition is to encourage new sea cable landings in the Netherlands, for the purpose of maintaining and strengthening the position of the Netherlands as one of the largest digital hubs in the world. The collaboration is hosted by the ECP foundation. You can also join as a coalition participant.
What we do:
- Strategy and vision building
We work with participants on strategy and vision formation regarding (future) sea cable landing(s).
- Knowledge gathering
The coalition gathers and shares specific knowledge of the digital infrastructure, the situation of sea cables internationally and the position of the Netherlands. We gather this knowledge as much as possible from coalition participants. Where specific information is not available, we conduct joint studies.
- Working together and communicating
The coalition brings stakeholders together and enables them to use each other’s networks. To facilitate knowledge exchange and be connected, we use different consultation structures and communication channels.
- Streamlining and lowering barriers
The coalition is working on projects to make landing in the Netherlands easy and attractive. Specifically, we are working on elaborating one-stop shops and process coordination for sea cable landfall. We are also investigating possibilities of central Cable Landing Stations, synergies between energy and data cables and reusing existing routes and facilities.
- International Contacts
Contacts are maintained with international consortia to identify and influence potential new landings in their choice to land in the Netherlands. Where relevant, international parties are linked to coalition participants.
- Events
Through our presence at (international) conferences, we work to build a relevant relationship network and international representation of the coalition and the Netherlands. We propagate: ‘The Netherlands is open for business’.
Of course, we are not doing this alone. The coalition consists of a network of public and private partners with an interest in the digital infrastructure of the Netherlands, and welcomes parties who want to think along and contribute to promoting sea cable landfall in the Netherlands.
The importance of international connectivity crosses organisational boundaries and can only be promoted together.

Peter van Burgel, CEO of AMS-IX: “The Sea Cable Coalition takes important steps in further facilitating submarine cable systems to the Netherlands. We are pleased to actively participate in further strengthening the Netherlands’ leading position as a digital hub and digital gateway to Europe.”
